In the "measures", the Ministry of Industry and Information Technology has improved the fuel consumption guidance and integration flexibility measures of traditional energy passenger vehicles. Said that it will establish the relationship between the energy saving level of traditional energy passenger vehicles and the positive integral carry-over of new energy vehicles. If the fuel consumption of an enterprise's traditional energy passenger vehicle reaches the standard value of 123% in the current year, the positive integral of the new energy vehicle can be carried forward according to the carry-over coefficient of 50%.

The new energy points policy is also being continuously improved. on July 9, the Ministry of Industry and Information Technology revised the "measures" and adjusted the calculation of points and the way of carrying forward in the next three years. After a lapse of February, the Ministry of Industry and Information Technology revised the double points policy again and solicited opinions. Industry insiders said that this will improve the market structure of new energy vehicles after the subsidy has gone downhill.

The proposed new energy double points policy will relax the double points assessment of car companies, the current car market development is extremely severe, new energy vehicle sales have also suffered a certain "blow". In July this year, the China Automobile Association lowered its annual sales target of 1.6 million vehicles to 1.5 million vehicles, but according to August statistics, only 52.87% of the annual sales target has been achieved.

According to the latest data released by the China Automobile Association, the production and sales of new energy vehicles in August were 87000 and 85000 respectively, down 12.1% and 15.8% from a year earlier, and sales of new energy vehicles fell again after July.

After the subsidy retreat, more and more car companies begin to make efforts in the plug-in market, but although pure electric vehicles subsidize the decline, the market share of plug-in hybrid models has not increased rapidly, especially the plug-in models of Chinese brands.

The competition in the energy-efficient car market in the post-subsidy era will be more comprehensive, which stems from the diversification of consumer demand on the one hand and the adjustment of policies on the other.

For the consultation on the "double points management measures", Xu Haidong, assistant secretary general of the China Association of Automobile Manufacturers, said: "the revision of the double points policy is to further promote the reduction of fuel consumption of traditional cars and the next development of the new energy vehicle industry in China."
