However, Cui Dongshu, secretary-general of the Federation of passengers, told the media recently: "for cities that have implemented car purchase restrictions, such as Beijing and Shanghai, there has been a backlog of demand for cars, and it is impossible to liberalize them all. These places may take a step-by-step approach, like Guangzhou and Shenzhen to liberalize part of the license plate demand.

Cui Dongshu cited Beijing, Shanghai and Tianjin as examples: "Tianjin lottery is not very difficult, new energy can also buy hybrid cars, so the relaxation is not relaxed, the impact is minimal; Shanghai has a Shanghai C license plate, traffic restrictions but no restrictions; if Beijing is the same, it will make a big difference."
