A few days ago, the China Automobile Association released the latest production and sales data for August, of which the production and sales of new energy vehicles were 87000 and 85000 respectively, down 12.1% and 15.8% from January to August last year, and the production and sales of new energy vehicles completed 799000 and 793000 respectively, up 31.6% and 32.0% respectively over the same period last year.

The China Automobile Association said that although the overall sharp decline in production and sales in the automotive industry has changed, it has not been effectively alleviated. Affected by the decline in subsidies, the production and sales of new energy vehicles continued to decline compared with the same period last year, and the decline expanded. Sales of new energy passenger vehicles and commercial vehicles have declined sharply.

Judging from the sales data disclosed by some car companies, the sales of new energy vehicles are not optimistic. BAIC Langu produced 4159 new energy vehicles in August, up only 5 per cent from a year earlier, while BYD sold 16700 vehicles in August, down 23.44 per cent from the same period last year.

The China Automobile Association pointed out that from January to August this year, the production and marketing situation is not optimistic, although the industry production and marketing as a whole has changed, but the pressure still can not be alleviated. August entered the auto market production and sales recovery period, began to show an increase in month-on-month, but the increase is not obvious, in the first half of the country five models promotion overdraft impact has not completely subsided. In terms of passenger car models, only SUV sales showed year-on-year growth in August, while the rest of the models declined.

According to the development of previous years, new energy vehicles ushered in high growth before June, but after the subsidies declined this year, sales declined significantly. Sales are also expected to be difficult to pick up this year. As a result, the China Automobile Association last month adjusted its sales target for this year to 1.5 million vehicles, down from 1.6 million at the beginning of the year.

The Federation believes that with the gradual resumption of terminal retail in late August, coupled with the start of the school season in September, the Mid-Autumn Festival short holiday and the arrival of the National Day, will further stimulate the enthusiasm of car consumption. In addition, due to the clearance and withdrawal of old new energy vehicles from the market, the performance of new electric vehicles has generally been enhanced, and the performance-to-price ratio of mixing has been greatly improved. It is expected that new energy vehicles will gradually return to growth after a short-term decline.

On the same day that the China Automobile Association released the August production and sales data, the Ministry of Industry and Information Technology issued the "decision on revision (draft for soliciting opinions)" to once again solicit opinions on the "double points" management method. Compared with the previous draft for soliciting opinions on July 9, the most obvious aspect of this adjustment is that "when calculating the points of new energy vehicles of passenger car enterprises to reach the standard value, the production or import of low-fuel-consumption passenger vehicles will be adjusted to 0.5 times according to 0.2 times its quantity".

In addition, it is worth mentioning that the General Office of the State Council issued the opinions on speeding up the Development of Circulation and promoting Commercial consumption, which put forward 20 policy measures to stabilize consumption expectations and boost consumer confidence, including releasing the potential of automobile consumption. The specific content of the measures is that areas that implement car purchase restrictions should explore specific measures to gradually relax or abolish car purchase restrictions in the light of the actual situation. Places with conditions will give active support to the purchase of new energy vehicles. Since then, Hainan and Guiyang have announced that they will relax or even abolish the local purchase restrictions.
