Shen Xiaoming said that Hainan will promote the construction of a clean energy island. In the future, Hainan's energy construction will take nuclear power as the main energy, gas power and other energy as peak-shaving energy, no new coal power facilities will be built, and existing coal power will gradually carry out low-emission transformation of carpets, at least to the level of gas emissions. It is estimated that by 2020, the installed proportion of clean energy in Hainan will reach 60%; by 2030, the installed proportion of clean energy will reach 80%; by 2035, the installed proportion of clean energy will reach 85%.

Hainan, the second largest island and the largest special economic zone in China, has been actively building eco-tourism in recent years, so the energy allocation of Hainan Province will change accordingly. The governor said that nuclear power will be the main source of energy this year, and all cars will be powered by new energy by 2030. On July 1-3 this year, the World New Energy Conference (WNEVC) was solemnly held in Boao, Hainan. In his speech, Shen Xiaoming, governor of Hainan Province, once again mentioned that "the whole island will stop using traditional fuel vehicles in 2030 and become more advanced in popularizing new energy vehicles. This is one of the landmark projects for Hainan to build a national ecological civilization experimental zone."

In terms of promoting clean energy vehicles, Hainan has set three time node targets: by 2020, all road vehicles will use clean energy vehicles; by 2025, all public utility vehicles will use clean energy vehicles; and by 2030, all fields, including private cars, all use clean energy vehicles.

According to statistics, by the end of 2018, the cumulative promotion of clean energy vehicles in Hainan Province exceeded 37100, of which 22800 were new energy vehicles, accounting for about 2.9% of the total number of vehicles in the province. more than 4500 supporting charging facilities for electric vehicles have been built, and the travel framework around the island of electric vehicles has initially taken shape.
