On September 16, the Interim Measures for the Administration of Online Taxi Operation Service of Shenzhen City (Revised Draft)(hereinafter referred to as the "Revised Draft") was adopted in principle by the executive meeting of the municipal government. According to reports, the revised draft stipulates that new registered online booking cars in Shenzhen must be pure electric vehicles. This means that traditional fuel vehicles and hybrid vehicles will be excluded from the network.

According to Shenzhen online ride-hailing practitioners, this regulation has been implemented since last year. Not only online booking cars, cruise taxis are also being replaced by pure electric vehicles on a large scale.

Data show that Shenzhen currently has more than 50,000 compliant online booking cars, more than twice the number of cruise taxis. However, by the end of 2020, nearly 20,000 fuel and hybrid ride-hailing vehicles will expire and need to be replaced with pure electric vehicles.

If there is an inappropriate driving situation for the online taxi driver, the operation shall be stopped immediately

In addition, in safeguarding the legitimate rights and interests of drivers and passengers, the revised Measures have also made adjustments. It is reported that Shenzhen requires online car booking operators to strengthen the dynamic management of drivers 'physical and mental health and qualification changes, etc. For drivers who are not suitable for driving, they should immediately stop the driver's operation and report to the municipal transportation department.

Online ride-hailing operators should guarantee the ride-hailing people's right to know and choose

In terms of online car-booking pricing, online car-booking operators should fully and truly disclose the number of waiting cars and pricing rules within a radius of three kilometers from the designated geographical location of the car-booking person, guarantee the car-booking person's right to know and choose, extend the storage period of business data stored on the platform from the original 2 years to 3 years, and optimize the detailed rules such as passenger rights protection system.

From June 6 to 22,2018, in order to revise the Interim Measures, Shenzhen Municipal Transportation Department conducted a questionnaire survey for online taxi drivers and the public.

At the time of the survey, 67.2% of the online taxi drivers were fuel vehicles, while only 2.9% of pure electric vehicles were used.

50.7% of online ride-hailing drivers believe that Shenzhen's environmental quality will be improved after all new online ride-hailing vehicles use pure electric vehicles. 43.1% of online ride-hailing drivers believe that the number of online ride-hailing vehicles may decrease, and drivers will be more secure in receiving orders.

From June 6 to 22,2018, in the questionnaire survey conducted by Shenzhen transportation authorities, 72.6% of the surveyed public believed that all new online booking vehicles used pure electric vehicles, which would slow down the number of new online booking vehicles and increase the difficulty of taking taxis;46.5% of the people believed that there would be intensified competition on online booking platforms and taxi fares might increase.

At present, Shenzhen has 17 online ride-hailing platforms that have obtained Shenzhen licenses, 10 of which have been officially launched in Shenzhen. The number of licensed online ride-hailing drivers has reached 74,000, and the number of registered online ride-hailing vehicles is 58,000. With the introduction of the new regulations, Shenzhen's online car market will gradually be updated to be dominated by pure electric vehicles, which will also better implement the "Shenzhen Blue" sustainable action plan.
