It is understood that the senior manager, named Emanuelle Palma (Emanuele Palma), is responsible for the driving performance and emissions of diesel vehicles at FCA.

Until 2016, Parma worked at VM Motori, a diesel engine maker in which Fiat Chrysler had a 50 per cent stake and acquired the rest of the company in 2013.

After the revelation of Volkswagen's emissions fraud in September 2015, the US Environmental Protection Agency (EPA) asked Fiat Chrysler to conduct more tests on its diesel vehicles. In November 2015, the EPA warned Fiat Chrysler that some of its cars were suspected of using secret software to sabotage emission tests. At a meeting in June 2016, Parma also made "false and misleading statements" in the face of questions from regulators. FCA said in a statement that "as we have done throughout the incident, we will continue to cooperate fully with the relevant departments."

Parma has been arrested by the Federal Bureau of investigation (FBI). Prosecutors argued that Parma had a "significant risk of escape" and tried to put him under GPS surveillance, but failed. Kenneth Mogill, Parma's lawyer, said his client's family was in the Detroit area and did not pose a "significant risk of escape and he was working with prosecutors." In the end, the magistrate released Parma with $10,000 in unsecured bonds and ordered him to surrender his passport.
