The media revealed that NIO Motor is negotiating a financing intention of more than 5 billion yuan with Wuxing District, Huzhou City, Zhejiang Province, and will build a factory with an annual production capacity of 200000 vehicles in Wuxing District. At the same time, the relevant documents of Huzhou City and Wuxing District discussing the Lulai automobile project were also reported on the Internet, emphasizing that the introduction of the Lulai smart car project is not only a major opportunity, but also faced with certain risks.

In response to this news, on October 16, the relevant person in charge of the Foreign publicity Office of the propaganda Department of Wuxing District told the media that he did negotiate with Lulai Automobile, but finally did not sign a financing agreement, because after assessment, he thought that the project was risky.

In recent years, the introduction of car manufacturing enterprises in Huzhou City, Zhejiang Province and Wuxing District, Huzhou has been relatively active. In August 2016, the Letv super car factory project was located in Deqing County, Huzhou City. Letv spent 419 million yuan to win two pieces of land in Mogan Mountain High-tech Zone in Deqing City. Jia Yueting then left the United States; while the car-building New Power Ranger car factory project is located in Wuxing District, Huzhou City, with an annual production capacity of 200000 vehicles, and the products are scheduled to be listed in 2019.

Li Bin, chairman of NIO, responded earlier, "NIO is indeed in contact with many local governments, but there is not much information to disclose at present." From this point of view, NIO is still trying to negotiate financing with the government.

At present, Xilai does not have its own factory, and both ES8 and ES6 are manufactured by Jianghuai OEM. Jianghuai NIO factory is located in Shushan District, Hefei City, with an annual production capacity of 100000 units, and the production line can also be upgraded to increase production capacity.

Xilai has said many times earlier that for a manufacturing company that is still in the early stage of high investment, it is more inclined to look for third-party partners to jointly build factories, but does not rule out building their own factories. Earlier, NIO had cancelled its plan to build a factory in Jiading, Shanghai.

Delivery data show that a total of 4799 vehicles were delivered in the third quarter of 2019, including 4196 ES6603 vehicles and 12341 ES8; vehicles delivered in the first three quarters of 2019.

The financial report shows that NIO lost 3.285 billion yuan in the second quarter of 2019 and 5.9086 billion yuan in the first half of the year.
