At present, the development of new energy vehicles has become the most concerned topic in the automobile industry. In recent years, driven by relevant national policies, China's new energy market has developed rapidly. While the domestic new energy is developing rapidly, the technology is only at a very early stage and is not yet mature.

Especially like batteries as the most important parts of new energy vehicles, the two most important power lithium batteries are lithium iron phosphate and ternary lithium respectively. Lithium iron phosphate is longer than life and safety, while ternary lithium is longer than low temperature performance and unit battery capacity.

For battery life, lithium-ion batteries on ordinary electronic products have a service life of about 5 to 20 years, with an average of 8 years. However, at the current level of technology, the service life of lithium-ion batteries in electric vehicles is only about 3-5 years. Unexpectedly, the power batteries of the first batch of new energy vehicles put into the market in China are basically at the critical point of elimination.

According to the data released by the China Association of Automobile Manufacturers, from January to August 2019, the sales volume of new energy vehicles in China was 793,000, maintaining a year-on-year growth rate of 32%. At the same time, the production and sales volume of new energy vehicles in China has ranked first in the world steadily. With the large-scale promotion and application of new energy vehicles, there are more and more scrap batteries. According to the calculation of China Automobile Technology Research Center, combined with factors such as automobile scrapping years and battery life, from 2018 to 2020, China's accumulated scrapped power batteries will reach 120,000 - 200,000 tons, and reach 350,000 tons by 2025.

However, at present, the cost of power battery is the biggest problem of new energy vehicles. It is understood that the price of general Tesla models is about 1 million yuan, but the cost of battery is 250,000 yuan, that is, 1/4 of the price of the whole vehicle. Even through the investigation of several new energy vehicle enterprises in China, all operating costs plus battery costs may exceed one-fifth of the price of new energy vehicles. Therefore, the comprehensive utilization of waste power batteries is particularly urgent.

However, Zhang Tianren, chairman of the board of directors of Tianneng Group, believes that at present, the recycling system of batteries in China is not perfect, effective cooperation mechanism has not been established among automobile production enterprises, battery manufacturing enterprises, recycling enterprises and recycling enterprises, and the rights and responsibilities are not clear enough. Therefore, institutional measures can play a positive role in strengthening the efficient use of scrap batteries. The traceability management of power batteries should also be further improved. We should strengthen the recycling management of power storage batteries, standardize the development of the industry, and promote the comprehensive utilization of resources.

For example, enterprises are required to "submit relevant qualified enterprises for centralized processing according to relevant national requirements", while "tracking management"; in the "product quality and vocational education" clause, recycling enterprises are required to upgrade from the previous "establishment of a complete traceability system" to "establishment of a complete information production process management system", which is also conducive to the establishment of a more complete and mature comprehensive utilization database of waste power batteries.

For many current pure electric vehicles, the cost of the battery accounts for about 40% of the total cost of the car, that is to say, replacing the battery is equivalent to replacing a small half of the car. If the state fails to make a decision on how to recycle new energy batteries and reduce costs, it will restrict the sustainable development of new energy. With the decline of subsidies, the sales volume of new energy vehicles has declined for three consecutive months, so it is particularly important to reduce the cost of new energy.
